Client Only Function - This API call can only be called on clients.
If the camera is manually controlled (i.e. AllowCameraControl has been enabled) the camera can be set to this relative location and rotation. This function is often used to lock the camera to particular view (such as side scrolling) or to all the camera to follow a path (such as when the level loads and you want to track from some location to the player spawn, i.e. EvilGuys)
